continous land borders are obviously the best which isnt obviously for the french, spanish and obviously the british and the portuguese and the germans either lmao so probably the mongols or the ottomans tbh, the ottoman empire at its peaked had nice borders, although they shouldve taken over the whole arabian peninsula
