My goal is to get hooded hunter eyes or as close to it, what do I need?

Don't think so, because they sit right on the supraorbital bone, and in your case your eyebrows are already think af, you'd need to lower them with tattoo/getting more hair either with minox or eyebrow transplant and at the same time shave some at the top

There is also something weird going on with the edges of his eyebrows, like they're swollen.

I dont think its possible i think you need a low browridge, but an instant looksmax would be dark green colored contacts would look good since you have a dark beard
