it wasn't a constant routine but there was a period where i used to do it for few minutes many times a day , espically when i'm sitting

and pull as strong as your scalp stretches to it's maximum , no need to pull stronger than that

maybe if u get 5 inches to 5'7 youd feel a difference, if ur maxxed out in every other aspect of life u can make it work. not at 5'5 tho
