My lower third is below average at 15

Mine also buddy, just I'm 22.
Try to grow a beard, and hide all your lower third. If you can't do that naturally, then jump to minox. If beard is not your thing, or can't grow even with minox, then surgery

Good you found this place at such a young age, you won't ever be chad with your base but a chin implant will boost your looks a lot, at least add some dimorphism
