Well, they share some things in common, that's why. Centuries of oppressive rule has discouraged them from critical thinking and innovating anything really. Strong religious orthodoxy also hinders their scientific and rational thought. Not to mention Syria is full of tribalism and sectarianism, Sunnis, Alawites, Kurds, just to name a few. They can't have national unity and long-term strategy because of this. Not to mention inbreeding too. Isn't unique to Syria.

Plus, Syria was agrarian for longer than Western nations so they prioritised social cohesion, obedience, and endurance over abstract reasoning. Syria's climate didn't require as much planning and critical thinking as Northern EU and East Asia for example. I'm not even bringing up the Flynn Effect too which worsened their IQ even more
