It is mackerel and small fishes as long as they're sold whole and flash frozen (capelin, sardines, anchovices).
Other fishes are too expensive, herring is more expensive and inferior in nutrients.
Why are they the best? Both of them are carnivores. Mackerel eats small fish. High DHA small fishes eat millions of planktons (not plants, but micro organisms). Plus, capelin are mostly fish eggs inside, because they are female.
In 500 grams of mackerel:
Mackerel has 25 times amount of vitamin D we need per day.
Mackerel has 40 times amount of vitamin B12 we need per day.
Mackerel has a lot of wild fat tissue grams, double the amount compared to herring which is more expensive.
In 1 kilogram of capelin (equal price to 500 grams of mackerel):
(To be clear, capelin is a representative for high DHA small fishes, you can buy others)
Capelin has 5 times amount of vitamin D we need per day.
Capelin has 87 times amount of vitamin B12 we need per day.
Capelin has equal amount of fat compared to herring, which is 1.5 percent more expensive.
Capelin and mackerel have different amount of various B vitamins and other nutrients, over 2 times different, even though both of them satisfy daily nutritional needs completely.
Considering these differences in nutrients, we should alternate eating mackerel and small fishes, to have cheapest healthiest diet.
Here is how to eat small fishes. Either cook them yourself, to avoid metals from can, and toxic preservative from plastic tubs. Or, eat them raw, but you have to chew, suck, and then spew out bones at the end. This is legit and safe, I never swallowed a bone, while chewing capelins whole.
Observe, flash frozen fish is superior to icy fish.
This is my diet right now, plus land animal fat trimmings, because I consider this healthiest.
