Reproduction is now BANNED
At the age of 18 every human is required to take a series of tests to determine their natural abilities, for example natural intelligence, strength, looks, and so on.
The top 50% of people from these tests are then allowed to reproduce, and are forced to have a minimum of 4 children.
Over the next few generations this will keep population the same while slowly increasing the average stats of people.
This is basically evolution being forced and accelerated far beyond its normal rate.
This would not be affordable or possible in the current society we have. Democracy would no longer exist. We would have to encourage and put as much funding as possible into the development of AI and robots. This is so that in time, AI can take over every single human job and be self sustaining, leaving humans useless for a number of years. This would give us the money and time we need to implement this program. In the meantime, humans and AI can collaborate and make faster developments in science and solve problems like ageing and illness.
This would create a very dark time for humanity, where depression would be at an all time high, however, humanity will come out on top because of this and will be able to live in paradise from then on.
