My shoulder to wait ratio is 1.96 at 15%bf and I haven't gymcelled yet. Should I try to lower it?

You don't have weak points bro. Your entire BODY is a weak point. Just get on a program that works your entire body, and commit to following it.
This. Don't skip around routines just stick with it for 3-6 months and see if you make progress as a beginner. If not, try something else. My door's always open for advice man so if ya need some shoot me a pm

clearly any step in the right direction is better than his current state ngl

well as they say the only place he can go is up
i believe after dropping bodyfat, he could train his obliques to get bigger, that way his hips go down, and his waist goes up

Looks like I have a tiny waist. Should I focus on core more?

I have a good frame, not as good as your appearently but I look good I think.

21.5" shoulders - 12.5" waist - 1.72

Lol, thats the same as Henry Cavill, the guy who plays superman.
