My upper lip is slightly darker then what it used to be as a child.is hydroquinone safe to use on my lips?

I used to have even toned very red lips as a child, but now, the upper lip is darker red due to extreme sun exposure I guess(I live in a coastal City in Lebanon) I have tried other remedies, but they don't seem to be working. Is hydroquinone with a little Vaseline safe? Thanks. It's not very bad unlike, what Indians or blacks have, but it still messes with the contrast I feel.

Ot is it just genetic? It only started darkening a few years ago, so I don't know.

Mine were also more colorful when kid now they are darker and i dont go outside much
