Clavicles can keep growing in width too even into your 20s, I got some clavicle growth even mid 20s so I was forced to increase my "shoulder width grip" and grip width on exercises. Far from over clavicles-width wise as a teen and you can still make gains into your 20s depending on genetics, hormones, nutrition etc.Doesnt look that awful to me, depends on how frauded this is tho
And yes ofc your frame will improve by a bit while on PEDs depending on your age (cant really tell how old you are) you might even get some actual growth for you clavicles incase you decide to take a proper stack
But I would say judging from the picture normal gymcel activities will be enough but PEDs would def have high ROI for you just depends on if you are willing to take on the sides and run everything properly
