Are fillers the best way to get rid of them or is there a better and more permanent option.

I have them I believe it’s caused by my lower jaw being receded

You cannot get rid of them. Their a natural part of the facial structure, even new borns have them.

If you can make them less deep set and soften them. Then yeah options are add volume, do some kind of lift or both.

Yes filler is a good quick and effective way to deal with them, use fat if possible imo if not then radiess if you hate that then ha. Outside of that some kind of lift to the mid face would improve it but that’s quite extreme to just address nasal labia folds.

The cause can be multifactorial, so you would have to analyze your face from soft tissues to bone structure in order to pinpoint every thing that is involved and then select the right treatment(s).

paranasal implants
lower maxilla advancement (Lefort 1)
midface lift
fat graft
filler
microneedling
whatever else has already been suggested

midface lift is the absolute solution but if youre in need of any implants on the midface area get them first

A face lift is overkill... (Along with being far more expensive with far longer downtime.) As was mentioned earlier, fix any underlying structural issues first. But if you're not boneless then just treat the area with a fat graft. It's really not that complicated.
