I am one of the rare few where instead of small lips, I have big lips that make me look like a african. Does anyone know any natural ways to reduce lip size besides surgery, like does fat loss also reduce the size of the lips?

If you have bimaxillary protrusion (i.e. your teeth are frontally flaring outwards), they can become smaller if you get that corrected. Other than that, cheiloplasty is the only solution.
