Yes it is correlated but not always the cause. Here's why.
In some cases, NCT can be caused by excessive downward growth (so vertical) of the face, as the cheekbones sink lower and lower due to a lack of rotation of the maxilla. This causes there to be too little support for the lateral canthus and lower lid in general, causing it to droop, NCT and lower lid retraction.
Similarly, downward growth also means the face wouldn't be as wide as it was IF it was forward grown on the same person. This is because forward growth also results in a wider face, because we live in 3D, so you can visualise how the maxillary rotation will cause the cheekbones to be more projected laterally as well.
However, most cases of NCT are due to genetics (tendon orientation, tightness, fat pads, etc.), not excessive downward growth.
