My face is basically acne free but I’ve got acne all over both sides of my neck and some on my shoulders chest, any advice idk what to do I’m thinking of starting accutane

You could try and see what happens but I'd recommend a dermatologist first, not sure about neck stuff. How old are you?

Just turned 18, I originally thought it was due to my test increasing or sowmthing but I’ve been cutting for a while so my test is probbaly low in comparison to when I started

Not really, if done properly it's better than most of the junk people are eating right now so it's an upgrade for 99% of the population even if it's not the best

Primal (as in meat, fruits, unprocessed stuff etc etc) is good and better than junk food obviously

eat all the meat you want, yes it’s the most important part of your diet at least imo (i don’t advocate for no or carb diets though), but until you use isotret you will have unending acne.
