Neck muscles

I've read that you can gain neck muscles even if you don't eat a lot of protein or if you aren't in a calorie surplus. Is it true?

Pretty much. but answer for your question is that it's possible, neck grows like any other muscle.

Measuring but I can guarantee I have grown my neck from 1-2 inches, never had a pencil neck just normal
