So if a laboratory rat gets prescription from doctor for hgh (because of dwarfism) and he is not able to do the maths, could someone help?

1ml bacteriostatic water mixed in a 13iu vial. How much is 1iu on a 1ml insuline pin?
Normally the rat would take 1.3ml of water, but now he only has 1ml water ampoules available. Using 2 of them would be a bit of waste?
