Need for shredding

I'm 18 years old, 180 cm tall, and weigh 73 kg. However, I have a fair amount of body fat, so I'm not lean. The question is, should I cut to look better, or should I bulk up to gain even more muscle and bonemass while maintaining a healthy hormonal balance? I'm also unsure whether my growth plates are open or closed. Will bulking up improve my height?

just eat maintenance and build muscle for a while, then cut down a lot, then start roiding so you can shredd and build muscle at the same time
