Need hair transplant advice 19 M

Was on topical minox for 2.5 years then switched on fin for 6 months and 3 months ago switched to fin+oral minox.

Fin has made my hair way thicker however it seems that in some places my hair is not regrowing back. I think I’m around the nw2 area

I’ll likely get a hair transplant sometime next year, does anyone have any tips on finding good surgeons? Best countries to do it? My budget is anything under 10k.

Since I still have time I will just monitor if anything changes in the meantime before scheduling
