with surgery, no, without yes, most your flaws, are only fixable with surgery, you could try get a better diorphism, to dwarf your bad features, but yeah.

You have a great start. Only things I can comment on that you can change is get rid of the facial hair. Your face is a little taller than most it looks like and nose is slightly big. But of course those arent things you can change if you cant afford surgery. Widen your face maybe with jaw exercises or hair style with more volume maybe? Gotta work with what you got, looks great man.
