The genes that cause larger and/or smaller genitals are genes that regulate ARs (Androgen Receptors) and 5-alpha-reductase.
So if you theoretically have more androgen receptors and/or have higher levels of 5-alpha-reductase, you will have larger genital sizes

Theoretically yes if you'd succeed to increase androgen receptors in your penis through the use of SARMS you could see some growth. But I do think that even if time consuming traditional pe methods will bring you more results. You could try to pair them.
