need help with fixing the coloring, inb4 im white so no im not some dalit shitskin hoping to become nordic level pale

the colouring and overall look of my skin, mainly on my arms but a bit on my face and neck area is quite ugly, if anyone can help "diagnose" the issue im having in pms i would be very grateful.
