Negative orbital vector but forward grown/average maxilla?

One thing i cant figure out, because by the looks of it i have good zygos, decently grown maxilla but still my undereyes are utter shit? Is this combo even possible and what would the cause of it be? Soft tissue or im just recessed?

Idek bhai I think I have decent infra fat but it still looks brutal in harsh lighting just cuz of a lack of underlying bone structure
