Sometimes there are to many people and they won't all fit in the frame, so some will have to squat. If you're short, you're fucked either way - if you stand it will be obvious you're short and you'll be mogged by others, if you squat you will look submissive. Ideally you should do the photo near some stairs so you can stand on them and get some extra inches...
