To start private messaging another user you need to click on their username and click “start conversation” - don’t click “start chat” because no one really uses the feature.

If you’re going to post make sure to read the rules of each section. This is off topic so mostly anything is allowed here so long as it doesn’t break the rules of the forum.

It might be a problem with being so new. Maybe you need to make a certain amount of posts before the option unlocks. I forget how that worked since it’s been so long since I joined.

It would make sense to prevent spam.

Also if you’re wondering what rep is it’s not a huge thing. Reputation is gained by making posts. You can give a reaction to certain posts by clicking the thumbs up button next to individual posts. If you hold it, you can give different kinds of reactions depending on how you feel about a post.

Each time a person click that thumbs up button on your posts, you get +1 reputation points. It’s not really a big deal but the forum uses it as a way to gauge how popular you are as a user. E.g the more reputation points you have with fewer the posts, the more you’re perceived as a popular user. This isn’t as relevant anymore with people abusing the system but it’s useful to know if you’re new.
