The homeless, immigrants, beggars, bums and junkies are starting to trickle to Manhattan too, you can't really stop them if they decide to go there to hang out...
In my country, some rich landlords and property owners use the bums and junkies as a way to manipulate the real estate market. They bring them to a neighborhood or apartment building and obviously it turns fast into a shithole, so a lot of civilized people leave, the prices drop, they buy the properties, then move the bums to another area and repeat the scheme.
Good to know. But wouldn't the rich landlord already owning the property there do something against it? Surely, they are not gonna be so passive and lose millions.

They own the apartments among many other properties and simply allow the poor to stay in them. From an outside point of view, they might even look like they are doing charity work by providing places to stay for the disadvantaged people. A lot of time they don't even have to instruct the poor to do anything, all gypsy families are naturally loud, obnoxious, dirty, uncivilized, etc. and they will quickly turn any place they stay into a living hell, bringing down eventually nearby property prices.
