Desalination plants need a massive amount of capital, infrastructure development, have extremely high costs for maintaining them, require an array of resources to run them (which are also being depleted) and are known to hurt wildlife in the sea/ocean. Which can hurt fishing. (Fishing is a vital industry in almost every non-developed country.
