In 3rd world countries this isn't uncommon, there are lots of clips with murders, accidents, etc. when others come and immediately start to steal stuff from the victims or from crashed cars, or random people in bars or restaurants noticing that the others are distracted, they leave without paying, they might also grab a bottle or two for free, etc.
