Normal puberty but delayed adolescence. İs it possible?

So you are hitting puberty 12-13 (average) but when 18 while most guys have finished their puberty (better lower third, fully developed height etc) you are still the same and didnt went adolescence.
Your lower third shit and not developed while at 15-16 you were good. Also father have good facial structure and you take him genetics.
Thoughts on this?
