The only important thing about sea warfare is having a nuclear-missible capable submarine. It's the only thing that gives a country guaranteed MAD-status.

Aside from that one thing - having an oldschool navy with destroyers and combat ships is overrated and not even needed in the 21st century. China and Russia are heavily researching (and probably building) drone swarms for a reason - a 200-strong drone swarm is enough to take down a destroyer.
