It depends, if you're over 16 then no, you need surgery to fix a jaw recession by that point, the younger you're though the more chances it could fix your issue. Yeah, that's very good, if you don't have an overbite then you don't need more extreme and costly procedures. Rhinoplasty + septum correction (like you mentioned, although I wouldn't recommend you significantly alter the shape of your nose as it suits you nicely already, just getting rid of your dorsal hump), and either genioplasty or chin implants to fix your recession.
