if you really zoom out then best course of action to quit something is to not do it , its literally a binary command not something that should happen in phases if you have high or even normal sentience.

only animals are capable of such decision making actively going against your goals which is due to their deficient pre frontal cortex , its either you have low brain function or you dont want to quit it. for the most part its the latter

there's nothing preventing them from going cold turkey other than the suggestion from media/society that there is a specific sequence of events/feelings that they must go through.
