it is mostly people in the later phases of puberty or after puberty,the ones who are still in puberty need dihydrotestosterone,after that if you have hairloss genes,you should still maintain good levels of dihydrotestosterone but using DHT blockers could be harmful to libido and such,so minoxidil that dosent alter levels of dihydrotestosterone are good,keep in mind most "high testosterone" symtoms comes rather from a good amount dihydrotestosterone.
