One of my eyes is recessed

My right eye is pointed downwards and is basically recessed.

Not only that, it doesn't see anything. Im practically blind in that eye

I took a pic and you can see the recession. Also you can see that my right eye is clouded and when light is flashing it doesn't reflect it back.

Any high iq cels here know how to fix it?

(the eye that doesn't see is the one which DOESNT reflect light. The eye that sees is the one that reflects light)

I was told as a child that hanging upside down for too long would make my eyeballs pop out of the sockets so maybe try that
