One time unban for Permabanned Rotters

Reposting this because it got deleted in the suggestion section by joo mods. It's no secret that the forum is dying, unbanning all rotters would revive the forum. Idk if this has been suggested before, but now would be a good time to implement this considering the state of the forum.

It will give the site more traffic and banned users might buy VIP, and all he cares about is shekels, so he might tbh
