Either:
Low people are racist, because they're differentiating everything on the basis of race or;
High people are racist, because they examine the statistics and notice a certain behaviour in which certain groups are overrepresented.

I personally think certain things have a greater chance in certain situations.

Mediterranean countries mogged Northeners. Then the industrial revolution came, and now Mediterranean countries are seen as lazy and not industrious.
Meanwhile in most Western countries EE immigrants are seen as hardworking and their good work ethos is represented in the growth of their economies.
My guess is that in 100 years, or when transport over land reaches new technological advantages, EE will be more promising, but this will greatly rely on the political situation in Russia.
