Yeah, that sounds like forum hype inflating him past his actual showings. From your take, Orb is basically mtn: decent ascention, but not enough consistent feats to justify htn+. A lot of characters get pushed up a tier because they were around the scene a lot, had strong reputation scaling, or got carried by narrative/fan discourse rather than hard performance.
