Not too late to expand your palate. But you will most likely not see and more forward growth in your maxilla

Probably, kind of depends on the growth you have left. I think you can get headgear though which will pull the maxilla forward. You can talk with the orthodontist and say you have severe breathing problems because of your maxilla. Maybe you can get headgear from them. It is not all orthodontist that has headgear though. But remember not all looks is dependent on your maxilla, you can still look good with a slight recess.
