Is the tendency for an 18 year old to get uglier or prettier as time goes on? Is there a way to measure this or is it really something genetic and random?

18 year old women are pretty close to their prime already so they won't get better looking

It's depends on your individual genetics. But for man generally he will look better as he age if he takes care of his looks and doesn't bald.

I feel like this is the reason headwear was the norm in most cultures throughout history - especially among the powerful.

The 50 year old king would suddenly be a lot less commanding if he had a bald shiny head.
