Overly protruding philtrum and big downturn lips

I have an overly protruding philtrum and make me look like an ape. I believe it is also the cause of my big and downturn lips. What can I do to reduce the protrusion and make my lips smaller?

I used to think I need bimax for my lower lips catch up with my upper lips. Then I realize it's not my mandible that's lagging behind. My philtrum is protruded and I need to push it back. If I push my mandible forward I would look like an ape or Dr Shelkeberg's avi.
