My life has taught me few things.

Commuting on a scooter fucking sucks. this goes equally for a motorbike. theres something so magical about just driving your car to your destination and getting out. i could go on and on about the benefits of a car.
Don't bet on getting friends. Friends aren't guaranteed and come and go as the wind blows. If you expect to have friends - you'll probably not get any. i have tried and tested this so many times braahhh.
any event i like seriously debate skipping - when i finally go, its a good time, but when i go somewhere expecting something i just get shit on.

Theyre not that expensive, it's only around 4-5k in total. That's license and bike. Miscellaneous is an extra 500 maybe

then get a moped lol, it's cheap and fuel efficient.

Here's the thing.
a 30 km/t moped can actually run 42 km/t without you getting in trouble for it.
If you get pulled over the cops will run your moped on a "rullefelt" or whatever u guys call it.
assuming the rules are anything alike it goes like this.
Any speed measurement gets 3 km/h deducted as a generosity thing.
The "rullefelt" has a certain amount of uncertainty (20%) so another 6km/h is deducted to cope for that.
The scooter itself is "drosslet" by the manufacturer to only drive 30 km/t, for this the tolerance is 10% which makes it legal to drive at 33 km/t. Hence another 3 km/t can be deducted.

And finally we arrive at 42 kilometres an hour.

tell your dealer to tune it to exactly 42 km/h on the electronic box if you know they are willing.

Idk man I got the money why shouldn't I just get the faster option

Like imagine when it's cold I'm gonna have to endure the nordic cold for more minutes than with a quicker bike.

Out of curiosity how is 150 km/h bad when he's 16? Would you rather him go buy a 200 km/h+ car at 18 when realistically he will almost never use those higher speeds?
How many times do you even need to go at 150+ km/h, i understand going over the limit since it's often way lower than what the road actually allows but still 200 km/h isn't necessary nor is 120 km/h slow in most situations
