The environment only shapes the individual in the sense that he'll inherit different genes from the generations that preceded him. If you move that person to a completly different environment, even shortly after birth, it will still be the same person genetically. Furthermore, creating a system of incentives won't change a person either; aggressive people might refrain from killing somebody to avoid jail, but that doesn't mean they're now suddenly against killing.
