I've seen palate expansions online, but they usually look identical before and after

Personally, I'm 20 years old

But it's not just about me; I'm curious if it even makes biological sense after the age of 18

Can you even achieve bone expansion, or are the bones too fused together, making surgery the only option?

Judging by most of the images i can find online, I can say that I don't see any bone expansion

no, it's good if your orthodontist reccomends, but even then i'd be careful.
you'd rather just get surgery because if you get a pallate expander without needing it your gonna have to get it anyways
