* blue eyes (with dark-ish/brown hair) halo
* color halo (white skin, dark-sih hair color and piercing blue eyes)
* great chin width
* hollow cheecks
* low-ish body fat bonus
* good nose
* nice dymorphic heavy stubble;
* great hairline
* deep-ish set eyes

His minus points are, as you already montioned forehead, little bit cloping foread also, kinda roundish browridge, under eye support not great, forward growth not so good, jawline a bit weak or averege at best and likewise the jaw.

tl;dr. don't need to be perfect to be a mogger.

it's still weird though because bad submental area and messed up facial thirds are such significant failos they would render 99% of people who have both of them subhuman but he gets away with it extremely well

His facial 1/3 get saved by his low/good set hairline, which makes it look irl less bad than it really is. But the facial 1/3 is bad i agree.

I disagree on bad submental area. It's average bad submental area; most people have that kind of submental area. So i would call that on him in the average range not in the bad range.
But true that the rest of his face is mostly better than his submental area
