People avoid eye contact with me?

It seems like people avoid eye contact with me. Even people that I know somewhat but am not entirely close friends with. Even if I look in their direction and see that they noticed me for a second they will often pretend to look somewhere else or pull out their phone. Is this just what a lot of people do in general or is it a me problem?

I wouldn’t say I’m a bad looking guy but people have told me I have an RBF or that they were intimidated by me before getting to know me

I wish more people would greet me or at least make eye contact with me because I’m a friendly person
