Most of them are pretty open about being on steroids, but almost none talk about facial surgery or jaw implants, so it has to be the T right?

Well, steroids can make even the most tiny muscle of your body pop. Most that have facial changes are from facial muscle hypertrophy, specially the masseter

Steroids don't change bones. HGH can make some bones grow strangely. It won't make adults taller but it will make their feet bigger, elbows pointier, forehead more projected etc. It can definitely affect the jaw. You can examine the 70s and 80s era bodybuilders to see if their jaws changed, they didn't.
