Because if you move to the West as an Eastern European you will have no status unless you are a doctor or a programmer. These are high paying jobs which are in demand, so they are accessible to Eastern Europeans as well. There isn't a shortage of other office workers, so they would rather choose a local for that kind of job. So majority of EE people work at constructions, in hotels, restaurants or factories in Western Europe. If you do that you might make more money than what you would make in EE with an average job, your life will be easier and less stressful as well, but your status will be considered low in the West, and you have to compete with local men that have higher status than you.
So I would rather stay and try to achieve high status in EE.
