At a dosage of 6.25mg daily most men can expect a 60-75% reduction in total E2, which is enough for both baseline function and for optimally prolonging epiphyseal plate closure. At 14 you're nowhere near full growth plate ossification so I have no clue why you think you'd need to be pre pubescent to delay closure.
