Permanent trash stache

I can grow facial hair really quickly and it’s very coarse and thick. Even when I shave it looks like I have facial hair when it’s actually just a gray shadow. I have very light skin for a curry and olive skin complexion so it’s more apparently. It’s really only prominent on the skin above the upper lip, philtrum region. Would laser hair removal only for upper lip region work?
