To begin this post I would like to say, this is my first serious post on this site and one of many more to come.

Peter Scully wasn't sent to Davao Prison after he was arrested for the heinous crimes he commited to rot, he was sent there as a sleeper asset. The Philippine government and the CIA colluded to use Scully's knowledge of the dark web and his ability to vanish to help ISIS establish a digital command center in Southeast Asia.
