Yes, it's not about how "big" the frenulum is but it's about how long it is, most cases of mild phimosis have just a short frenulum which is genetic or in some cases environmental(for example growing up you did not pull the foreskin back, that way you'll get phimosis). I had phimosis when I was a kid but with masturbation it went away and now it's normal
